Starter pulley or also called the "Geezer Wheel" for Zenoah, Quickdraw motors. Just remove recoil starter and drive dog then install the pulley on the crankshaft. This item has been named the Geezer Wheel because some of the older guys were using it. Well now the younger guys realize it makes starting a motor much easier!
